I hope Relic will take action against people who use exploits some day.

I agree, fixing such exploits would be great and it should be a top priority. There are exploits in the game but until this time Relic does not seem to be motivated to fix them. For what ever reason.
About the 'Why shoot the messenger' thing, i would never do this. Reporting issues is the first step if you want to solve them. The point is, Price isn´t exactly a 'messenger'. He builds howle strategie around such exploits and he uses them excessive. And this is something Relic should take a look at general speaking and especially as long as they are not able to fix this exploits.

Watch Price´s popcap. Normally you have 100 popcap available, regardless of the fraction. As US Forces you can exploit the abandoned vehicle mechanic to build up an army worth much more then 100 popcap. That's obviously unfair play and that's what Price did in this game.

You actually have a problem with a USF player trying get anything he can out of a lategame? I sure don't. IMO with how it stands now (no heavies for USF), the "extended popcap" is a feature not an exploit.
Any player should try to get anything out of any game phase. That's part of a competitive play style.
There is a restriction, tough. All kind of unfair play is never an option and using game mechanics in an unintended is unfair play. The weaker late game is part of the US faction design. Its something a player has to deal with. This is a disadvantage that is compensated by a stronger early and mid game. In case such a desgin dessicsion leads to game breaking balance issues, something i fail to see by the way, then it´s up to Relic to alter this design.
To be honest i am a bit shocked about your opinion. Do you remember about the On Me exploit and how CoH2.org reacted to people using this in exploit in their stream? Thats the reaction i was expecting.

I don't think this popcap thing even remotely compares to the On Me exploit. Not even remotely! People have been expanded the USF popcap since launch and nobody is up in arms about it (I guess you are the exception). As soon as the On me thing was discovered, everybody agreed it was an exploit that required an immediate hotfix.
while the impact might not be as severe, mechanically its the same kind of exploit. and a fix in either direction would be pretty easy: USF is supposed to have that many units? lower popcap on some of them then. they're not supposed to have that many units? make the crew take up as much popcap as the vehicle (might still be exploitable by suiciding the crew and recrewing the vehicle with "cheaper" units, popcap wise. unsure on the exact inner workings of this, but i suspect that this is the reason there haven't been any changes made to this).

The other problem is, if u leave the vehicle, it will increase your manpower upkeep to this point before u even built that Vehicle.
As example the priest. You can fire with her and leave the vehicle for better MP upkeep and after that just wait till the priest can fire again.
another example if u build a Jackson Tank and ur opponent has no Tanks, the Jackson would be useless at this time. So ill drive him in my base and leave it to get my MP upkeep back.
