i'm curious how much (if any at all) Lelic will contribute to this
They're funding top grade equipment hire for the main player set up.
They are contributing Nvidia GTX 1080s for donator raffle prizes/ player prizes. Not sure exactly how we'll distribute them yet, until prize-pool budget is settled.
Relic have been very supportive of our community efforts to support them and their game, for everything I've seen and been involved in at least. (Late 2015 to present day).

I see the dates for qualifying tourneys, but has the date for the main event been decided yet?
It's going to be a full weekend the 15th and 16th of September so around 18 hours of live entertainment.
(players and benefactors should arrive on 14th and leave on the 17th though.)

Balance patch for this tournament?
Balance isn't as dire as it was in the build up to GCS1 with the maxims and the call in meta etc.
However it still has some worries, it's nothing I feel we need to make a huge fuss about from a tourney standpoint, however I believe there may be rumblings about more community patch work anyway so it's all cool

On some level you are correct, however there are still glaring balance issues, old bugs have been replaced by new ones and soviets will still cheese their way to victory.

The last patch was two steps forward, one step sideways and then one step back, with the net result being improvements for some but in general little overall improvement since old cancer simply gave way to new cancers.

As much as I do enjoy the casts of all casters involved and commend those involved for their passion I have no interest in watching a tourney given the meta that has emerged from the last patch, nor will I quietly accept some of the decisions that were made in regard to the last patch by supporting this event as a spectator.

I think there will be a small patch very soon. If it fixes the current pudding squad AI and reverts the skillplane buffs, it's already a lot better; almost perfect. (imo)

Are the actual times of the qualifying tournaments available? Is it super early for west coast like KOTH?
Checkins start at 4:00 AM for us. If we look to catch the end of it, we're looking at 4:30 AM at best.
