I don't know if I like the fact people who prepurchase will be able to transfer stuff like ranks, bulletins, commanders into retail. Seems a bit unfair to new players. In addition to IMBA things working in Open that may be fixed in Retail.

I can't see what is wrong with it Rogers. If you invest a sufficient amount of time into the open beta game, your likely to have the intentions of playing the game on release and hence preorder anyway.
I think Relic/SEGA just do the rank 0-45 transfer to ensure no one has the thoughts that they will need to replay the game, which they may wait out instead til the full game releases. This way Relic will receive a greater amount of feedback for balance and bug reports especially.
