Nope, no1 knows. Even Relic/SEGA don't know when it will be available exactly. Just keep on checking COH2.org tomorrow. This will probably the first place where you'll see the excited comments (ZOMG I"M DOWNLOADING!!)

You will likely not be able to pre-download the closed beta. I'm not 100% sure how you guys will get your access, I have a feeling it'll either be auto-populated into your libraries, or we will distribute keys to those that pre-ordered.
I've just sent out an email to clarify exactly how it's going to work, and I'll update you guys when I hear back.

If you pre-ordered on steam, the CoH2 beta will be automatically populated to your library tomorrow when it goes live. You don't need to do anything extra.
If you purchased elsewhere, you will be getting a key. Probably provided directly from the merchant. It depends on the retailer. You might need to contact them for clarification, but I'd be checking the email account you registered/purchased with.
