1 shocks grenade killed my 3 squads which were standing very close to each other.

I'm not that much of a terrible player, (I played vCoH and CoH2 since it's release) yet my W/L ratio in 4vs4 is always bit below 50%. Allies actually DO HAVE blatant advantage in numbers !
Not really, unless ostheer is keen on ignoring every single armor that doesn't have a "tiger" in its name.
And its not like multiple Pumas can't take on multiple T34s/shermans effectively coming on top.
So no, the numerical advantage is an utter myth in all game modes where axis players aren't being blinded by heavy armor.
You want good AA? Do as all other armies and get dedicated AA vehicle.
Flak emplacements are not really AA weapon, because you start with them. And still, they are the cheapest one, so think of them as osttruppen of AA.
Flak HQ is effective, but don't expect it to one shot all planes on approach.
For best results you need to get flak HT which is best AA vehicle equal if not better then ostwind.

2) Its called scatter, all indirect weapons fire like that, ability or not. Only precision strikes will always hit where you want them.
