Both soviets and germans have some strong and some weak vet1 abilities. Over all I don't agree with the title as you only posted the meh ones.
Medkits are situational, but can be useful from time to time. Sometimes squads get injured badly but don't lose members. For 25 ammo, you can keep them on the field without having to run back to base. They also work nicely in combination with a half-track. Personally, I would like to see the price of this ability dropped to 10 or 15 ammo as 25 ammo is only really worth it on gravely injured squads.
Infantry tracking on the light vehicles is great. It greatly increases sight range which allows your scout car to really do it's job: Scout.
Counter barrage is 'meh'. It's advantige is that your units will auto-fire on enemy barrage weapons even without knowing where they are. It's meh to decent on howitzers and panzerwerfers, but it's practically useless on mortars.
Target weakpoint is pure gold. It always penetrates and stuns the target long enough for another shot (except on the elephant due to long reload). I heard it's bugged at the moment though I have not experienced any issues myself.
Incendiary rounds brutal. You just need to make sure you activate it before the actual fight because it requires a reload.
The sniper fire can, as far as I know, kill more than one entity. It's expensive though and not a super good ability over all.
Blitzkrieg is excellent. There is little else to say about it. |
The germans have better AT options in theory, both their tanks and infantry + paks (even mines too) do the trick well. But in 1v1s im always struggling to counter the russian tanks 'cause of the muni costs.
This is because you choose to spend your munitions on other things.
German units are already on par with their soviet counterparts without munition upgrades. For example, you don't need to upgrade an LMG42 on a gren squad to stand up to a conscript squad. By spending the 60 munitions on an LMG42, you choose to enhance your grenadiers to beat conscripts 1 on 1. The cost of this is 1 Teller Mine that you will not be having. If you find yourself starved for munitions when trying to use a target weak-point, it's not because the germans are always starved for munitions; it's because you choose to use your munitions on getting benefits somewhere else. |

Yes, and it seems that all their potatoes are "Well thrown" and always hit the engine even if the well thrown potatoe hits the turret. They must have had a "destroy engine" button placed on the turret.
But seriously guys, infantry should be running AWAY from the tanks or at least seeking cover and not the other way around. I mean it's true that T70's and ostwinds are anti-infantry but shouldn't it be the same for their big brothers who HAVE more MG's AND more powerful guns? I mean you're afraid of the the dinky T70 but laugh at a T34? Just doesn't make sense.
It has a bit to do with gameplay>realism. If infantry have to cower in fear for PIVs and T34s, who would ever bother getting an ostwind or KV-8 ever again? Also, at the moment it is very easy to acquire tanks, and even now there are complaints about how this game is a tank-spam fest (especially in team games). With even more effective tanks, what role would there be for infantry other than capping? |
Oh, ok.. So the MG's mounted on the medium tanks are there for display after all.. I mean really, you see a P4 and your officer goes,
"wooopdedoooo! more targets for our potatoes!"
Yuri complains, "But Sir! It's a tank!"
And the officer simply replies with, "It's JUST a tank, no match for that potatoe in your pocket! For Stalina!!"

Some rus players have using the mortar to deny the territory, with su85 expert Fov, spam mgs and shocks, no chance to take some cut points...
This style of soviet play is very defensive. While it will be hard for the ostheer to cut off the soviets, it should be easy to hold your own territory. |
When you play with the germans, there are three ways to go for T4.
1) The easy way: If your opponent goes for T4, he gets tanks that aren't capable of aggressive armored assaults. You should have plenty of room to tech to T4 while defending with a Pak40 and possibly a panzerschrek squad. You can now build panthers which fare a lot better against SU-85s than PIVs do.
2) The harder way: If your opponent goes for T3, he will be able to perform aggressive armored assaults. At this point, you can only tech to T4 if you managed to get an advantage in the early game. Without this advantage, the timing of your first panther will be too late and you will have to get some armor out earlier. If you had an advantage early on, you can use some simple extra AT-measures (mines, panzerschreks, a second Pak) to bridge the timing of your first panther. You will now have a tank that is very hard for soviet T3 to deal with, provided you micro properly and don't send the panther out alone to get rammed.
3) The "I have done so much damage with T3 that I can keep on teching" way. Usually teching to T4 is useless at this point, but sometimes a panzerwerfer can be the last missing ingredient to secure your victory. |
But the quality and effectiveness of german units were much higher. In this game most of the German units can't even compete one on one. Plus the fact they are outnumbered and grossly under supplied(muntions).

Also, the fact that the germans have so many munitions upgrades to bolster the effectiveness of their units is not a downside. German units already compete with their soviet counterparts without munition upgrades, upgrading them just makes them better at the cost of having less munition available for mines/grenades/airstrikes. |
I think it's fine the way it is now. Some vehicles like the ostwind and KV-8 are already scary enough for infantry to deal with, having main battle tanks like the Piv and T34/76 be even more scary will just make spamming them even more appealing.
Your changes would mess too much with the overall balance of the game, for very little overall gain in playability. |
