-Rollback medium crush change. If the problem is M10/Cromwell, just reduce slightly rotation rate. As a last choice, remove it from the M10.

I wonder what makes you think so. If a game has multiplayer, there are hacks.
It's as simple as that.
That been said, you shouldn't get paranoic and think everyone cheats. You need to have plenty of knowledge regarding game mechanics before accusing/thinking that someone is cheating.
Let's take BF, an FPS as an example.
People tend to throw the word cheater/hacks way too easily, specially when they don't know what is possible/impossible to perform ingame.
A valid point of discussion would be: does it change something to you, if you face a real good player or a hacking player that emulates what a real player does? (This means the cheater is not making nothing out of the extraordinary)
Not so long ago, there was a huge case of botting on Hearthstone (trading card game by Blizzard). Does it change whether you face a human or an AI if both do the same actions and react on similar ways?
Note: cheating/hacking/botting should be severely punished, what i'm trying to point out is that you should focus on what YOU can change, and not on your opponent.
Both field recovery and Air resupply work in synergy. Also the engis come with sweeper straight from the bat and are a good platform to put them PIATS on. Munition for mp is always a good trade (in fact, this should mimic to USF doctrines with paradrop support weapons).
Artillery cover remains as one of the best offmaps in the game and the sole reason you would choose this commander. Instead i think AC should be part of one of the Forward Observation Post abilities and this thing reworked.
Proposal: cost of building, abilities and CP reduced. Possibility of using Forward assemblies as FOP. Swap artillery cover with strafing run.
Iirc "tracking" on vehicles did not reveal infantry in the mini map before that patch. The zis "tracking" would not reveal infantry either until you merged conscripts to the zis. Once you merged conscripts tracking would reveal infantry on the mini map.
Since i don't have such a good memory, i won't be able to tell if it did or didn't work at that time. But the description of the ability hasn't change at it's been "detect infantry on minimap" since release.
"Tracking" is about "ok" as an ability, the combo of "focused sight" and "tracking" is problematic on the SU-85, 105 sight range on a TD with range 60 is simply way too much. A TD should not become better than stock recon vehicles...(222 sight should also be capped).
Problem is stacking effects. Focused sight on it's own is fine as you get a hefty drawback on mobility. Same with tracking which is something average on both the Su76 and Zis/45mm at gun in comparison to Twp like abilities.
What is not fine, is the homogeneous of all EFA vet1 abilities. This is why all OH tanks/pak have either blitz or twp (heck even Brummbar had it prior to bunker busting) and all SU tank/pak have capture point/tracking.
Remove tracking from vet1 and replace it with something else. On the past i've suggest a twist on the TWP and ambush camouflage ability. Conceal the tank, make it immobile and make the shot have either increased damage/some temporal crit.
