If the Soviet/OKW one is slow as shit and you can only make one it will be useless. The soviet one repairs at the same rate as the UKF one, the OKW mech truck repairs much slower according to Mr.Smith. But since the OKW one is also a tier building and very durable I think it is ok? Thus, you can't really take the assembly down even if you wanted to. For reference, Soviet repair station heals at exactly the same rate, whereas MechQH spawns at 3/4th the rate (since it only spawns 3 engineers). When on the other hand, a new game like Steel division developed by a company listening to its community and not afraid of work, that could become 10 times better that coh2.
