At least units should target them automatically then. It is intentional. It was in the first game, too. "Wounded" guys could reveal cloaked units. The "Interrogate" ability for Ostheer units with G43s relies on the existence of crawlers, so I don't think auto-targeting will happen. (stolen) racketenwerfers will automatically target wounded soldiers. That's probably a bug. In: COH2 Bugs

Flamers are super dangerous when you've got multiple, low-health squads sitting right on top of each other. Someone who knows stats better than me can correct this if I'm wrong, but I believe flamers do area-of-effect damage and have a chance to instantly kill men that are below a certain amount of health.
