Maybe could change sandbag to trench,at least you can not capture point and garrison at the same time，and sandbag for all engineer will be good but not for OKW，StormPioneer already cost 8 pop,most time can not have second squad |

IMO IS should back to 16 damage,but 5men upgrade like Soviet 7men Consript,unlock after T2.5 or T3,cost ammo and 1slot to upgrade |

For now，I think it better be call-in unit，or bundle with some ability also can work on other OKW infantry like Volks MP40 upgrade |
