1) You can view all the syntax of each function used by an AI in the tactics.ai file from the game files.
2) AI can't use timed commander abilities but you can make a work around.
3) The simple fix is to make the barrage abilities of the AI set only with position target filter, remove any other target filters.
4) I have no idea, but my guess is that they use the call in commander ability like offensive commander ability.
