Have to save fuel for comets and ammo for all the free MP you can get with that commander. With weapons racks is over in 20min Saving fuel? The upgrade costs 15 fuel! Saving ammo is a valid argument, but he had 500+ ammo at one point and was constantly fighting upgraded vet3+ Volksgrenadiers with vanilla Tommies and Royal Engineers. No wonder he ended up losing all his Tommies. I understand he didn't need weapon racks early, but past 30 minutes in the game and floating munitions, he definitely should have researched it.
