I suggested way before they introduced the HE/AP round option for the ISU-152 to simply increase the reload time.
The ISU was notorious for using its HE shells versus armor. It was also notorious for having a terrible reload time.
I´d like to see the old ISU with only HE shells - effective versus both armored and soft targets - back yet with a reload time of about 15 seconds. Make it some kind of Sturmtiger/AVRE light.

The KV2 only uses HE and it can (kinda) damage heavy armour, IIRC The ISU-152 has pretty much the same gun (maybe slightly bigger, I forget). Giving it back HE only rounds and making it semi-effective against tanks (through deflection damage) would be better than the current AP rounds which are far too unreliable against heavy tanks and the panther.

The Tiger is best used as a pushing unit to draw AT fire whilst Panthers or PIVs move up and flank said AT. It's not really that strong but will certainly attract the attention of other players which you can use to your advantage.
Elefant and Panther are better at AT, but Elefant will get wrecked by any half-competent player that flanks it and circle strafes around it, and Panther is weaker than the Tiger against infantry.
IMO this faction looks ridiculously overpowered. I don't mean the prices of the units themselves (although they seem far too low for what you get). I mean this faction is like OKW in that you have pretty much everything you could want without needing a doctrine at all, with a non-traditional vet system (now coupled with multiple command auras) that would take huge amounts of time resources and patches in order to balance properly - i.e. OKW on steroids
Simple question to Grittle - where do you think the weaknesses lie in the army? What can't it do? Heck, nearly all your infantry have AT snare (even the motorcycle!), you get a nondoc heavy tank destroyer (in fact a TD at every tier + panzershreck elite inf), you even get non-doc abilities that are from other armies' doctrines (smoke bomb, recon, etc.).
You say they have "limited infantry and medium/heavy tank resources" but this isn't true at all - they have limited variety in infantry, sure, but then you give them so many options that all of their units are fully versatile and can easily adapt as tier progression occurs.
TBH this might as well be called "Elite SS Final Solution Death Nazi Army", IMO it looks like it would easily roflstomp brits (neberwerfer), US (T0 infantry spam into vehicles), and SU (lol - SU wouldn't stand a chance)
My advice would be to create a mod for it and go test it out, it's pretty hard to argue about this on paper.
Manual reload would be nice for a few units, but you can already achieve this with units with the "attack ground" function in order to have a full clip/magazine/thingymajig for the next fight.
As for suppression, you could try those Ostheer Ostwind suppression bulletins for the hull mg. They are one of the few bulletins that actually adds something new to the game.
I think Ostwind is fine as it is. If you wanted to buff the gun a bit then I would expect a decrease in the health to compensate - or to have main weapon destroyed below 50% health or something.
Blobbing sucks, to be sure, but when you get that oh-so-sweet multi-kill with an SU76 barrage and the enemy player immediately quits (right after calling you a maphacking noob), why, those are the moments that make me as moist as a mollusc.
Blobbing is just another form of the emplacement strategy - invest heavily in a single unit/swarm that you can manage because you lack the cognitive abilities to control multiple units independently. There is next to no recovery if it gets wiped.
