The only artillery pieces balanced are the German mortar and the russian small one IMO. LeFH and the russian one (including B4 which nobody uses) are also okay because they fire huge shells slowly in a large area.

russian mortar is fine indeed. its pretty weak, but it has utility to smoke targets and attack occupied buildings - a thing that all mortars should ONLY do. not wipe all time
