Does not seem OP. Quite balanced.
It will have more armor than a Tiger (so probably ~320) but 45 range.
Guards nades also cost 45 muni and deal 80 damage, same for shocks nades.
Those nades cost more because they all have higher AoE than normal grenades.
The only nade I can think of right now that deals more than 80 damage while costing less than the above mentioned nades is the Commando Gammon Bomb which costs 30 muni and deals 120 damage.
Zooks and shrecks have like 2,5% accuracy vs infantry at max range. They will hit infantry eventually, not very often though.
The only ways to remove zook, shreck and even AT gun snipes completely is to make them shoot at vehicles only or reduce their accuracy to 0 but introduce bonus accuracy vs vehicles.
