No, you pay for every starting unit out of your starting manpower. That is why Soviets start with 60 more manpower thank OKW. You will get out more units than them faster.

Well duh, they are more expensive. If you are playing against OKW send your engineer/re with your first infantry squad to your fuel and 2v1 them. You will win every time unless you walk up to them. If you are UKF it's even easier. Once you push them off, cap the map with ease. They will be out for awhile and you only have volks to deal with. There is a reason you don't see pros rush for the cutoff at the very beginning of the game as OKW.

"I can't clear them from a house"
Good, if they are in a house they aren't doing anything. Leave a cheaper squad to watch them from max range and move on with your life. Don't walk up to the house and you won't die.

These are all L2P issues. Instead of making this thread every month you should ask how to deal with Sturm pios in the strategy section.

penal_troops_svt_rifle_mp uses these numbers

Close accuracy 69% mid accuracy 46% far accuracy 28.80%

doubling far DPS as suggest by Katitof will have little affect in the range of 20...and the weapon it would actually be more accurate at far then it currently is at mid.

Current DPS (0,10,20,30):

so the difference in range 20 is 14%...

20 is the range the flamer kicks in Penal SVT get good closer, a Penal squad only SVTs, has more DPS the riflemen allot closer than 20...

You can increase the dps by changing more than just accuracy, you know.

Please no fire-up in CoH2, it was such a shitty ability. It allows you to just ignore flanking mgs or bunkers and just bum-rush blobs past them. Terrible for gameplay.

I would rather a massive buff to penals damage and survivability, with a corresponding large increase in price, to make them like a stock elite unit. Trade off for no early AT is strong AI, but fewer squads. Would open up a bunch of the commanders with no call-in infantry for use.

The auto repair engineers repairing emplacements is broken.
