CoH2 regressed so far that it's just a fustercluck of RNG and bruteforcing (walk three infantry units into an MG's arc of fire, drive tank past an AT gun and then drive circles around it, etc.) -- zero tactics, just abuse of mechanics that don't work as they are supposed to (and do work like they're supposed to in a nine year old game by the same developer).
If a PaK killed a T34 in one shot which would be realistic, T34 should also cost no fuel because in reality there were a lot more T34 than you see in CoH.
Also I am pretty sure that tanks in real life also drove around enemies like AT guns and tanks in order to attack them from the sides.

And this flanking can be prevented by support units and mines. All of which is included in the game.
Here are your answers. If the enemy got a JT, an Elefant and MULTIPLE Panthers, you lost the game hard long before the tanks arrived. ADDITIONALLY, the stated tanks are extremely expensive and AT ONLY. So you literally can run up with your inf and do whatever you want to.
In Short: The requierements to reach rank 16 are different to rank 15 and below.
Until Rank 16 it is defined by a percentage of the playerbase you have to be better than. E.G. "You are better than 97% of all players, so you are Rank 13 now".
For Rank 16 and upwards it is determined by a set amount of players. If I recall correctly, you become Rank 16 if you are among the best 200 players of a faction. This number (200) is fixed and does not change with the amount of players active in the game.
As there are not enough players in the Brits, being better than 99% of the playerbase (which would be around rank 14 I guess) also means that you are inside the 200 best players of the faction. The game then skips Rank 14 and 15 and promotes you to 16 immedieately.
