what about having some sort of code that transfers damage of the gunner entity to a nearby model? this could avert the deathloop entirely...

This sounds like spaghetti code and would look really wonky.

Say a sniper shoots the gunner and then magically random crew member die. Or explosive hitting the gunner and some model in the other corner dies instead.

I believe they have stated this many times before, especially after the WFA release, but they work with the code, they don't work on the code anymore. All the guys that basically build the game up moved along after 2013 and 2014. So they can't do anything other than some simple mod fixes.
