I actually always thought the Wehr mortar was the highest damage, the MHT just comes out on top because of its mobility and easier to keep alive.

same damage, same AOE... PE mortar has a little more scatter (so probably slightly less accurate)

Both axis mortars can do heaps of manpower damage to fully healthy squads with direct hits, though you see alot more of PE mortar than wehr mortar.

id take a pe mortar not for there damage as i don't know which ones does more i havn't really sat down and compared them. i would take the pe mortar for the simple reason of mobility and PE VET!!!
