The theme of Ostheer seems to be that each unit is extremely specialized and is amazing at 1 thing, and sucks at anything else.
But for some reason, their light vehicle lineup doesn’t reflect that design philosophy. The 251 flamer does, it is amazing against infantry and terrible against anything else, but the 222 is a generalist light vehicle, and Ostheer is missing the super dedicated AT light vehicle their design implies.
In fact, the OKW mechanized lineup to me fits more with Ostheer’s design than it does OKW’s. Each unit is specialized towards its specific role. Luchs is great against infantry, and Puma is great against light vehicles.

Don't forget that 222, aswell as 251 comes out LeichtePanzer building(t2). In it you can order a PaK, that is superiour to any LV, or mediums, or even heavies, when vetted.
But i stull woudl prefer pak 43 to fend off allied LV's.

The 222 used to be a light AT vehicle.
Ostheer had the 221, a 15 FU light scout car for killing infantry and snipers. You could upgrade it with an AA gun which lost a lot of anti-infantry power but turned it into dirt cheap AT.
At some point Relic decided to merge the units, creating a hybrid 222 with both the AI firepower and AT firepower at the same time. They botched it and bugged out the coaxial though, so they got a weird unit instead.
Then Relic decided the 222 needed to be more like a Luchs, so they increased its fuel cost to 30 and heavily buffed its health. They realised they'd bugged the coax, fixed it and we've almost got the modern 222.
Then the Guards Rifle Meta happened, people went 222 and they didn't do shit to the enemy snipers they were chasing. The modders went into the code and discovered for some reason Relic had given the bugged out coax (which didn't work for years) a hefty accuracy penalty against snipers. You know, because reasons.
They removed it, and we get the modern 222.

I... didn’t say it wasn’t a specialist army. I didn’t even say how I felt about balance. I just said it doesn’t fit the theme.
I like the generalist P4. Because otherwise Ostheer couldn’t compete with other nations

The theme of Ostheer is a combined arms faction with units that need to support eachother to excel, low squad sizes and weapons crew sizes, but high quality and a complete army roster. Commanders were designed around providing strong additional benefits and units on top of the existing roster.

Imo this not true today. I don't find wehr units high quality for their costs/perf. There are hard counters to everything.
I say wehr now is totally general faction while others are more specialists.
