it's been asked since beta, I've lost hope for this.
Just because its been asked before doesnt mean you cant ask again. Also, I would argue that during beta they would have more important things to spend their time on.

Just print out a copy of the commander tables that are floating around on the forums. Print double sided, one for each army. Then laminate it for coffee spill protection

Not sure why it would be slow tbh, but then again im not a programmer. This ifo is already in the game at various places. When choosing commanders, when starting up a game you can see all players commanders, now even while searching for games. Also, this info is displayed INGAME with the commanders you have brought in. As long as you just hover over and dont click on the commander, this info is displayed. It would make sense to add this (and team-chat) while loading as well. Heck I could take a slightly longer load-time if required, since loadingtimes are already quite long from time to time.

generally the less things going on the better it will load.
Of course, but surely neither calling a client based pop-up screen nor sending plain text would put any noteworthy burden on the up and down streams.

Putting that information only in the loading screen is a bad idea.
Loading screens are variable in length, you never know how long a loading screen will appear. You also cannot expect players to memorize everything on that loading screen in the short time you have.
If all players in a match have good PCs and a good connection, then that loading screen will just zip by.
Instead, I request that they upgrade the player list that you can bring up in-game to include bulletins and commander info, all of which can be moused-over to see what they do.
The player list could be in 2 stages. First, if you click the button, a small player list pops up showing everyone connectivity status. This menu should be small enough to stay open and keep people informed of various things like disconnected teammates.
Then, when you have this player list open, there's another button you can click to make it larger to include extended info as described.
With the number of commanders steadily increasing every few months, and bulletins getting revised recently (and probably being revised or added to in the future) there really needs to be an in-game reference.
