Can't build in base area

I am making one of my first maps, it's a 2v2 map and I have set up all the requirements to save and upload the map obviously. But when i get in coh2 and play as Soviets or Wehrmacht I can't build buildings in my base. It says "must build within territory" thing is I am. just to make share I was not doing something wrong I made a test 2v2 map and had the map editor make the starting locations. It worked just fine. so what am i doing wrong?

Do you have a pic of the territory from within the Worldbuilder?
Did you paint the base territory? etc.
You should have:
1) Starting_Territory_Team object.
2) Starting_Position_Shared_Territory objects for each player.
3) Default_Rally_Point objects for each player.
4) Map_Entry_Point objects for vehicles, off map infantry, etc.
5) Paint the territory created by the Worldbuilder Voronoi where you want your base to be (Yellow area).
And each object needs its PLAYER_ASSIGNMENT value set to the player it will be used for.

Also make sure the values in "Scenario - Teams" is correct, as by default they are incorrect.
For a 2v2 it should be
1000 - 1
1001 - 1
1002 - 2
1003 - 2
(the final number on each of these corresponds the the player number 1000 = player 1 and the number after the dash is the team.
and the rest don't matter.
