If you look back at how CoH1 started out that first year, I can only say that CoH2 has a much better balance than you would expect from such a complex strategy game. CoH1 took years to get balanced.
On top of that, I think the beauty of the game comes from the fact that balance is constantly changing in the early stages. And obviously there are sometimes some ridiculously overpowered units or strategies, but they will get fixed and the search for those things starts from the scratch.
