I think this case is different from T34/T34-85 or M4/M4E8, because the original version of T34 or M4 takes less population cap and less resource, so player may choose to build original version some times.
However, Royal Engineer Recovery Squad takes same population cap as the original version, the price between it and its original version is so small that I didn't see any reason to build the original version.
I suggest to change Royal Engineer Recovery Squad to "Elite Vehicle Crews" style passive upgrade.

Honestly I think the Sapper Recovery Squad is probably fine, the only thing I would change is preventing them from being able to upgrade a Vickers K and 2 Bren Guns. This combo with 5 man squads might be just slightly too cost effective at the moment. Especially now that they have access to snares.

Actually the call in is powerful since it allows access to Engineers without upgrading to t2. That in return allows UKF players to unlock 5 men squads and weapons rack before T2.

But without the technology building (I thought this should be T1 not T2), why would I need a sapper squad? UKF have no access to mortar pit or AEC without T1.

Mines, AT grenades, smoke grenades, Forward assembly, piat carriers, repairs to UC.

Worth noting that no t1 means no infantry section healing in addition to not having the units in t1.

Its just the option tho.
Its not like brits t1 tech is expensive, and in new Tac.Support doctrine it also have awesome supply drop ablity that give :
- 6pdr AT gun
- 81mm USF stock mortar
- one healing med crate that can buff accuracy
which make USF HMG/AT gun drop to laughable (bad thing is it come a bit late).

Your headquarters building is T0. The confusion arises because OST and SOV tend to build T1 or T2 straight away.
