Here I'll answer your question it's easy, you see a KV-8 you retreat rush it with your tank. Chances are that he is severely lacking ANti Tank because he spent his oil on a Kv8. your Tanks should have free roam because there are no Guards Rifle, and if you overload on tanks you should be able to push him off. If on the off chacne he has a Kv-8 and you don't have a P4 or any tanks, they've you've already lost the game well before even this KV-8 showed up. 1 or 2 tanks handles the KV-8 Easy...

The Croc Sherman in Vcoh was heavily Nerfed and got to the point where it was almost never used between it's oil cost and Effectiveness. I think it was stated somewhere that Relic didn't want that to occur in CoH 2.

This does not happen, I've used the KV-8 many times, and i have never killed a retreating squad in 1 burst, maybe if it was a 1 man squad. But if the player retreats on first sight and then sends his tanks to deal with it, he should be able to save his troops. I've never seen a full or 3 man squad die in one burst to the KV8. Crushed Yes, but not burned.

No. Not all all players go tier 4, not even most.
You aren't using the KV-8 properly so you think it's not OP. Why don't you try it with tier 2 back up?

Because I'd rather deal with the MG with units from tier 1 instead of units from tier 2, which are not nearly fast/effective enough. Mortors are highly inaccurate until vet is achieved. And no I don't wanna spend 60 munitions from an AT gun to shoot at an MG just to have it retreat and then come back...

So this means it isn't as viable in T1 builds. It might be fine in T1 builds because it lacks support and cover units when purchased as first tank but is too strong in T2 builds. In T1->T4 builds it is very potent as a second tank after your first Su-85 as well.
So do you think a stat reduction would not be fine? I think it'd still be very good when supported by AT guns or a Su-85 even when it does no longer one-shot squads. The SdKfz 251 flame halftrack is still used in many matches despite being nerfed several times so Relic certainly can patch the flamers.
Overall, I think the KV-8 may be a leftover from the (way too strong) beta flamethrowers. I don't know the whole patch history of closed beta but when looking at the stats it looks like it was the only flamethrower that simply did not have its stats reduced.
