Well, the 30% claim was very much an 'up to' heavily depending on workload type, but you may be on to something. Given how poorly this game seems to utilise CPUs, I certainly wouldn't expect such patches to improve the situation.
I mean the delay is definitely on their end.
Claiming it isn't so would mean only its due to their most recent server patch or the issue regarding the AMD/Intel Bug that effects mainly server processors. If thats the case then the security patch (on release date of a week ago) decrease performance of server based CPUs by 30% to fix the security flaw.
Even still, my guess still stands and I assume the issue is due to their provider or Relic updating their servers top account for the issue.
I already sent the my steam ID to Relic in hopes that a fix is implemented or more servers are brought online
