The major grind for COH2 is the density of alpha blended textures like smoke. Relic really upped the quality of these graphics meaning that more textures are being applied. The ground in a map can have several layers of textures that are blended. This means for the ground, each pixel is drawn 4 to 30 times per frame. Add some smoke on top of that and the pixels are being drawn an additional 10 - 50 times. Not just drawn, but blended with the current frame buffer. This WILL cause your FPS to drop to the ground. It is like asking your GPU to draw the game at 60 x (30+50) FPS. Put anti-aliasing in the mix and its just too much for most GPUs.
My guess is that a better GPU will always help more than a CPU. Then turn off AA and then lower physics quality until it doesnt choke

But with i5 7600k and gtx 1070 you will probbly run the game with low AA means fxaa. And its fine as 60 fps stable????
I don't think COH2 does FXAA, just MSAA. I could be wrong, but you can definitely disable it in-game and force FXAA through the Nvidia Control Panel.
A GTX1070 will be very underutilised as the game goes on. The game engine is just very poor at using CPUs properly (similar to PUBG), which means the GPU doesn't get enough instructions to keep it running at full capacity. You'll notice very little difference between the two CPUs you've mentioned. I'd go for the 6-core just for the advantages that those extra cores will provide in other applications and games.
As others have mentioned, the larger the map and the longer the match runs for, the more your CPU and FPS will choke. That hardware should keep 1v1 matches reasonably above 60fps for most, if not all, of the game though.
No need to upgrade your CPU. COH2 is more GPU heavy anyways. Your CPU wont limit your FPS
Uh, no. The exact opposite. The only time any modern GPU is likely to struggle in this game is smoke and fire particle effects are happening, which is very much another optimisation issue.

My game is capped at 60 FPS. I have a 6600k and it never goes over 50% load while GPU peaks out at 100% during explosions/smoke. So yes GPU is going to bottleneck your FPS unless you have a very very old/bad CPU.

Yeah, um, that's exactly what I just said. The 2D effects are terribly optimised, but they are literally the *only* thing in the game that will use much of your GPU, and they don't happen much. The rest of the time both the GPU and CPU remain very underutilised simply due to poor game code failing to feed the CPU enough, which then fails to feed the GPU enough.
Simply put: You can't overcome this game's poor code with high-end hardware. Past a certain point, any benefits are marginal.

How exactly do you expect a game that uses up to 2 threads (usually the second one is barely used) to go over 50% on 4 core cpu?
