The commander, Urban Assault I believe, is very, very old but was never released due to being unbalanced. Google "coh2 urban assault doctrine" and a few images should show you what it was supposed to be. Pretty sure there is also a mod where you can play this commander and the unreleased Soviet commander.

I really like the look of the commander. Would be a nice to see it balanced and released, it looks fun to play with certain maps I have in mind.

Yeah it was unbalanced, so they dropped it. Then they gave brits half of those abilities in other doctrines and was fine lol
