The pack howitzers' barrage skill has a scatter of 7 and an explosion range of 5 at 0 to 1 vet.
But in 2 to 3 vets, it has a scatter of 14 and an explosion range of 5.
For this reason, pack howitzers get more veterancy, it becomes more inaccurate.
This is one of the reasons why USF does not use the pack howitzer well.
I hope this will be fixed in the next patch.

Its so so Because of
1) Its expensive
2) It dies when less than 3 men
3) It has no autoattack range similar to its barrage range (check Leig)

The 3-shell barrage and long cool down also have something to do with it not being used much. It moves slow over some terrain so is easy to wipe when retreating.
However, at vet 2 it is already really good and at vet 3 is the best moveable on-map so those bonuses definitely don't need to be buffed.

5 explosives radius on 14 scatter means only 12.7% chance to hit target, and it has only 3 barrage rounds.
Obviously this means worse than before vet 2.

Leig and real howitzers get more shells per barrage with vet, but you don't see their scatters doubling.

Scatter does not actually work like that.
Scattermaxdistance is not actually an indication of how mach the shell will miss but what is the upper limit of that value.
Now comparing that Scattermaxdistance does not help especially with weapon that have different ranges. Keep in mind that Pak howi has 160 range and the bigger the range the higher max should be.
If you want the actual linear deviation, you need angle_scatter that is calculated in the formula:
distance/tan(90-ANGLESCATTER/2)
