The difference in CP gain and economy across the modes make faction perform differently across the modes and the game more difficult to balance.
My suggestion aim to normalize thing across the faction.
changes:
1) All call in units can now be built normally like T-34/85 when a certain tech level is reached. Price are adjusted to take into account the new tech cost.
2) All call in units can be called-in or spawned from buildings but with a premium (premium might be different according to mod to take into account the inflated economy of larger games).
3) Its tech level reached offer a discount to the premium.
With these changes call in units can hit the field about the same time across modes. Teching is promoted. Some unit will still be viable even if someone techs in smaller mods.
Suggestion for all call in units.
