Lag consumes me!

So... it started a few days ago. The day the winter patch preview was released.

It took a ridiculously long time to load the game (get to the menu), probably 3x longer than what it usually takes. Anyway, I get to the menu. The menu is lagging. I don't think anything of it. I head over to automatch. I'm the last to load. I'm 30%~ loaded when everyone else is at 100%. I don't think much of it. In game, I'm lagging atrociously. It isn't just input lag. Its as if I'm running the game on a toaster from the 70's.

I quit, and check my settings. Nothing changed. I'd played over 300 hrs with those settings without any issues!
So, I lower my settings and go in to the campaign. Same problem. Lag all over.

Have tried: verifying intergrity and reinstalling

Seems like a number of people have had this issue, but there isn't any clear solution.
(the steamcommunity discussion mentioned the energy options of windows, but that isn't my problem either)

EDIT: My PC runs higher end games (e.g. The Witcher 3) just fine, so - no problem with drivers or hardware.
EDIT 2: My internet connection is good too... not on wifi, actually plugged in

and because COH2 not optimize,

my motherboard load COH2 game damn slow, and load the Withcher fine
but my Previous motherboard Load super fast, i change cause it got struck by lightning

Check the integrity of the game cache / reinstall the game. Also if your menus is lagging, go to C:\Program Files (x86)\Steam\steamapps\common\Company of Heroes 2\CoH2\Movies and remove all webm archives. (you will have a black blackground without that usf,ost flags)
