For example what balance changed are planned, new contend anounced or what tourneys are right now.

You haven't missed much at all. Only thing they have added is a shit load of skins and people are starting to get sick of it. Judging by Kyles comments on coh2 forums, there will be an upcoming balance patch but god knows how long that will be.

CoH1 and just the OKW army were in a humble bundle.
Brought a fair bit of attention back to CoH1. Last couple weeks CoH1 has had more streaming than CoH2 which was fun. That seems to be more or less over though.
There's the lulzy map tourney which could be fun if you're into building up map makers' exposure and rep. Not sure how balanced it's going to be, so it's mostly just for fun.
But hey, that's preferable to trying to competitive in this game, TBH.

Literally nothing balance-wise, relic hints that they are planning a patch before the end of the year. Only thing Relic has added is skins lately.
There is also a new Relic tourney coming before December, but we haven't got any details.
