They can retain their light vech capabilities (even if the stuart stun is some bull pudding), I just don't want them the also be able to nuke down infantry squads with near impunity.

which would basically mean turning the stuart and t70 into puma clone. the only purpose of light vehicles would be to fight each other.

Then make their AT capabilities far less - atm, a t70 and a Stuart, and a AEC can duel a Puma quite well, and that's not acceptable to the 1v1 balance.
IMO, OKW light vechs fit the light vech role as intended - fast, harassing vehicles that can (eventually) force off attacking infantry and have utility vs most squads.
Allied light vechs break this role - they are your go-to mobile gun platform built to wipe infantry off the map with an intense squad-wipe potential for both retreating and non-retreating units.

which doesn't solve the problem that the wehr doesn't have any light vehicle to begin with, unless you want to still shoehorn the wehr into using puma and stug e all day.
or make 222 even more cost efficient then it is now.
The aec is probably the least squad wiping generalist light vehicle in the game. The fact that you view the AEC as a problem show how much difference even having the AEC make.

It's principally the same thing - and while not as problematic and t70 or stuart, it still has quite good infantry killing with its Coxial MG. And once again, this lets allies mindlessly get these super light vechs as a anti-everything unit.
Anti-everything units (aside from Heavy tanks - late game tech) are pretty anti-fun in this game.

Relic considers the 222's MG to be fixed, they explicitly stated it to be fixed in the patch notes a long time ago (despite being proven upon the release of the patch that it wasn't true). So we won't get anything in that regard, ever.
Now, considering that especially USF can now heartily laugh at grenade teching and the resulting ammo investment due to the existence of their still ridiculous mortar, I don't see why putting an ammo tax elsewhere would be a bad idea: Simply have the Stuart (and the T-70, since Soviets lack most ammo investments in the first place, the same argument applies) have an upgrade to deal out its currently massive damage against infantry. That both delays it a little bit, and incidentally slows down the BAR acquisition (and thus double-BAR Riflemen).

I do think the t70 and stuart are a bit overpowered, even if you compared them to the okw. However, I doubt it's possible to keep the light vehicle relevant and not have them overpowered against the wehr. The current wehr just just the bar too low.
The Aec's anti-vehicle capability is already limited enough as it is. It lack the stuart's stun capability or the puma's range. The AEC is only effective against light vehicle and even then it's vulnerable to getting swamped by 444. Even then this is not enough.
