it was always questionable why mortars, small rockets could cause yellow cover. it buffs british inf a lot, it buffs inf overall too much especially in terms of surpression. and overall: it doesnt make any sense, its just plain stupid.
also dont forget that in the lategame some maps are almost entirely filled with yellow cover at the most important points, which is beyond ridiculous.
i tested some stuff:
WH mortar
120mm mortar
the demo charge seems to be the only resonable thing about cover buffs:
any opinions on that?

Mind that what tommies have is not a buff in cover, its a debuff outside of it. For example the performance of sapper with bren is the same as the performance of tommie with bren in cover, while this very same tommie with same weapon is much weaker outside of cover.
As for the main topic itself it is a nice touch that artillery provides cover, especially as it also easily destroys existing cover. In fact only rocket artillery has sufficient saturation to couse the effect you are talking about. It could be easily avoided by just disallowing rocket artillery to create cover.

Shell holes are famously good for protecting you from further shells. This even applies to the aerial bombing of cities; it turned out that a heap of rubble is excellent protection from further bombing.
so the reason it;s in is undoubtedly because it captures an element of the period and the specific conflict; it is thematically appropriate.
The fact that the lategame battlefield looks completely different to that at the start, now a blackened, blasted hell-scape made mainly of nested craters, is both thematically appropriate and also useful. Because at this stage, both sides have their maximum firepower on the field, and fragile infantry are getting the worst of it. The fact that yellow cover is now commonplace is one of the few things that helps them out, and helps prevent them from being rendered useless.
