So I repro'd this against the easy AI. The original bug is fixed, but if you pop combined arms with a bunch of squads near a tank the effect is still a huge increase in rof, range and vision, but only for the duration of the ability (fast forward to about 5 minutes before the end):

steffenbk1: yes the bug is fixed, how ever the combined arms ability stacks a lot when used. for example if you take a sherman 105mm and surround it with 5 of any inf squads and one vehicle it will fire with combined arms at 11 shots per 10.5 sec(reload speed of 0,9)
steffenbk1: also it gives insane amount of fog of war visibility

Nice analysis @steffenbk1. Hopefully it gets fixed soon, and players abusing this gets their punishment.
Looking into this issue, it was sad to see even top players abusing this. See "Heavy Combined Arms" troll (PaulAD?) for instance...
