I dun really know what stuff you need so i took all.

Does this happen with coh2 only or other games as well?

Have you tried starting the game in windowed mode, to see if that works?

To start coh2 in windowed mode, simply do the following:
1. Right-click on "Company of Heroes 2" under the Steam Library and select Properties
2. Select "SET LAUNCH OPTIONS..."
3. Write "-window -forceactive" and then click "OK" followed by "CLOSE"

If this doesn't work, you could try to verify the integrity of the game cache. it will check the game files and download anything that is corrupted and replace it with fresh files.To do this:

1. Right-click on "Company of Heroes 2" under the Steam Library and select properties
2. Select the tab "Local Files"
3. Select "Verify The Integrity Of The Game Cache


Start coh2 without being in steam.

1. shutdown steam.
2. Go to your steam directory, for me this is D:\steam\steamapps\common\company of heroes 2, but if you have saved the game on your c drive this will be C:\program files(x86)\steam\steamapps\company of heroes2 (you can also search your computer for the map steamapps if you can't find it)
3. search for RelicCoH2.exe
4. Start RelicCoH2.exe and see if this works.


Reinstall steam. This has fixed many issues for me, even performance related. We are still using software and machines, that sometimes space out beyond comprehension.

If all these things don't fix it, we have ruled out that it is coh2 or steam that is causing the problems.Now we move on to your pc.

GPU
Your list of stats states that you have a GTX 760 graphics card from Nvidia. This should be enought to play the game at low-medium settings with your current ram and cpu. You can update your nvidia drivers to see if anything changes your current situation. Nvidia is known for buggy drivers, so make sure you upgrade your current drivers to the newest availlable. Here I have linked the newest nvidia driver for your chipset.

Make sure you do a clean install, so the old drivers get overwritten completely.


BIOS
Your list of stats states that your bios version is from early 2013. This could be an issue and you should update your bios. Find out what brand of motherboard you have. Go to the affiliated website and seek an update for your motherboard's bios. Update it and see it this fixes the problem. Bios issues are known for screwing up sli builds, so perhaps it is screwing over your gpu as of now?

If these things don't work, then I don't know what would, because my knowledge goes as for as this!
