If SPs don't have to close in, whoever snipes more models first will win, but I'd say penals have advantage.
If SPs have to close in over open field, they are losing already to rifles.
On the other hand, Kubel shits hard over penals.

i have not played the balance mod but i have played with penals in their current state a lot recently.
the last 30 games or so vs both wehrmacht and okw i mostly went for 1 con+ 3penals or 1 con + 2 penals + scoutcar. later healing + dska(s) + t 70 + su 76(s)
i am by no means a good player - usually i am ranked around 200 -400 on the ladder. currently i am ranked 100ish as sovjets so peanals in their current form dont seem that weak to me.
in that context: having their long range damage almoust doubled for a small cost increase seems way over the top to me. i am a little worried.

And that leaves us with 250mp stock generalist infantry vs 300mp tech locked AI specialist.
Just compare grens to volks to see the impact of 10mp difference. And we have 50 mp and specialist vs generalist case here.
the suggestion about buffing the satchel against tank is really more about finding the justification to increase the penal's price. The penal is just so incredibly effective against infantry, but it's also the only thing they can do.

Exactly.
The only squad that is similar to mod penals are Pfussies, but they already get more tools(further sight, better scaling-dat vet5 permasprint, more utility with nades, at nades and flares).
Penals with flamer will perform pretty much exactly like pfussies with G43, that goes for AI effectiveness and scaling.
Penals will be better vs garrisons and heavy cover, pfussies will be better vs light cover and open shoot-outs(+ their whole utility bag vs satchels).
For these reasons, I don't believe penals will be much of a problem, certainly not bigger problem then pfussies.
Vs penals 222 will be so good that it isn't even funny and even kubel does great here. Penals also don't excel vs suppression.
They'll be strong AI specialist squad, but they are still reliant on other units to cover for their easily exploitable weaknesses. I've played quite a lot on the preview mod already, penals are strong, but light armor and suppression shuts them down easily, going for penals will also mean you'll have more squads then soviet player.

People are completely ignoring what a 222 or luchs does to a penal - it can wipe it on retreat fairly easily.

How much do Penal troops cost currently? Sorry, I am a bit behind on the balance patch.

Hmm, ok, since it is same cost, Penal does need to perform better, though I still think SP needs to be able to take on Penal at close quarters and win so as to prevent blob of penal moving forward brainlessly.
I propose that penal loses more accuracy at mid range than rifleman, so penal still plays out as close range units rather than "Close range gank machine that continues to gank at medium and long".
MG still needs t1 for OKW I think?
