How to make maps without HQ Zones.

There was an example of this kind of map on steam that I'm still looking for, and will post once I do, but I really liked the design because it had no "HQ Zones", the player bases were on a presumeably normal territory that was capturable.

I prefer this over the traditional design as it allows certain off-map abilities that are restricted in use in the HQ Zone.

So my question is how to actually get it to function this way, when saving the map requires that there be HQ zones?

I'm an advocate of free firing arty. If you have a map and coordinates, you should be able to put arty anywhere you damn well please. The significance of actually being able to fire on the HQ differs from both gamemode and any mods used, and I figured theres already a significant number of maps WITH this restriction already.
