Update:
-Changed CP Requirement from 18 to 16.
-Increased shell arrival time from 8 to 10 seconds.
-Changed recharge time from 600 to 630 seconds.
-Prevented any part of the scatter radius from entering the base sector.
-Removed map indicators.

Usually improvement ideas such as these start off on a promise that it solves something. What does this reworked Railway Arty ability solve? Your preamble doesn't address that.

The first thought in my mind was: changing it to firing one shell just makes this a more expensive version of Stuka bomb strike.

Except less accurate, more damage, huge blast radius, with flares, and can also help out with that new advanced emplacement doctrine. Solving anything wasn't the first intention. Reworks don't always 'fix' things, but they do improve them in one way or another while also enhancing it's current purpose in the game.

You are correct, I can't really. I'm away on a trip at the moment. I'll be back in the morning, so I'll update more then, but for now, I can say that it mimics the changes mentioned on the main post of this thread, and adds the KCH from the following thread: https://www.coh2.org/topic/48977/new-commander-terror-doctrine

Hopefully, by tomorrow I'll be able to make the 'Artillery Field Officer' and 'Command Panzer IV' able to spawn from the HQ after 1 (Officer) & 9 (Command P-IV) CP points are obtained, so I'll be able to give a better overall perspective of the doctrine. I might even be able to get 'Propaganda War' working, but I still have my doubts.
