Hi
I'm one of many users which experience bad fps in the Company Of Heroes 2 menu. Have found a solution for the problem with a few Nvidia setting tweaks.
Here you go:
1: Go to your Nvidia Control Panel and select "Manage 3D settings"
2: Set vertical Sync to = "Off"
3: Set power management mode to = "Prefer maximum performance"
4: If you only have one monitor , set Multi-display to = "Single display"
5: Set all Antialiasing modes (FXAA, Gamma, Mode) to = "Off"
Before, my fps was 15-45 the most. After the tweaks, the fps goes from 70 to 110 in the menus.

Omg you just fixed the greatest issue I've had with this game, maybe I can turn the background videos back on now too.
EDIT:I have a 780ti(for ivan)
EDIT 2: From testing, it doesn't look like adjusting the power option does much and I believe its simply just vertical sync

i have vysnc off anyway and the main menu isn't great but it's tolerable. i think the issue is all you peons who are bothered by tearing turning on vsync and then being capped at 24 fps or whatever the main menu runs at because of the movie. games are more responsive the more fps you get and i'm not bothered by tearing; it isn't a movie.

You don't have to mess around with Nvidia control panel and Geforce experience in the first place. There are a lot of guide available for a lot of games.
As a general rule of thumb, it's better to set almost everything to "Let the 3d application decide" or "off" unless you know what you're doing.

PS: In some older games, Nvidia Control panel can work as an undetectable cheat! Not sure about CoH2, but forcing "AA" and "AO" to "on" in control panel and disabling the said effects in the game act as a "wallhack" for smoke grenades in games like Battlefield and Call of Duty (older versions-can confirm in CoD4).

Nice find. It does appear to be related to V-sync, which is odd because it wasn't actually turned on anywhere. Nvidia just wasn't being explicitly told *not* to use it, so it apparently used it anyway.
Incidentally, the frames completely drop away again once I open a lobby. One step forward, two steps back
