Just a tip.
Base unit balance are never based around commanders.
Commanders complement base units, not the other way round.

Overall, this commander doesn't really do what you want it to achieve/is imba.
1) May be interesting anti blob
2) Doesn't give anything in the early game
3) This combo would be kinda imba.

I think Soviet T1 having no AT, Cons sucking, and T34/76 sucking are predicated on Soviet commanders. If you said that non soviet base units never effect commanders id be in agreement
