Title pretty much covers it. I haven't played since April this year, can someone fill me in on what's changed since then? What OP units have been nerfed, which formerly useless units have been buffed back into relevance, which doctrines are the ones to watch out for? Last time I played it was basically:
SU: Strong faction, relying heavily on doctrines to make up for poor tier units
USF: Strong 1v1, struggled in larger matches due to weak late game
OKW: Very strong, OP in larger matches
Ostheer: No obvious weaknesses but generally a bit lackluster
Back after long break. What has changed?

Well, I only started a few weeks ago, but from my general feeling, this description of yours is still fairly good

USF rifles got better vet 3 which has really helped out their late game. Also Pershing and calliope are now in the game.
Also medium armor was delayed to allow light vehicles more time for dominance.
And the Brits are a thing now.

okw no longer has a resource penalty.
Kubel no longer suppresses but caps.
The hq trucks now have to be purchased and aren't free.
Units were moved around in tech

Ussr now techs t1 or t2 then t3 then t4
Half track, t-70, su-76 are now in t3, the rest is in t4
Cons get better survivability at vet 3
Partisans are good now
Irregulars replaced with at partisans
Industry replaced with fuel drop

Yep, Relic has really outdone themselves this time. 66% income to 100%, and I thought it was OP then. I think I might go back to vcoh.
