This may be a silly question, but at what point in game do you choose a leader.
I have been doing this at the start of game, but this is probably wrong. Is there
a cost involved?

They are called commanders and no there is no cost involved.
The reason you should wait to choose a commander is so you can choose one that will help counter whatever your opponent is doing, but there are plenty of commanders that provide early units and bonuses so choosing one early can be good too. It's a tactical choice that is up to you and there is no "wrong" time to choose a commander.

The only cost of choosing a commander is the cost opportunity of the ones you didn't choose.

Only Commander that you should not pick right away would the be the Industry commander, since you could "save" mp and then select the commander and gain the massive Fuel income, but December patch will take care of that problem aswell

depends on the type of commander. if it's an early game commander and you want to take advantage of those early game globals (say shocks callin or sturmpio flamers) then pick it early. if it's a late game commander there isn't any point in picking it until you need it though.
as a rule of thumb though, soviet doctrines tend to be early decisions because they tend to have early globals.
