I'd noticed that the sniper's critical shot against the ostwind appeared to have no effect in games, not even a turret lock. Sadly I don't have a specific replay.
So I did some testing in the cheat mod. I'm not sure if it differs from actual in game conditions, but anyone feel free to test it in a proper game.
I can't get the sniper's critical shot to have any effect on an ostwind other than the damage from the shot itself. Not even a very short disable, just nothing.

I also tested it and had the exact same results. Critical Shot only did damage with no other effect to an Ostwind target.
