i dont understand that "it werfs panzers" image on front page.

what is that device?

Panzerwerfer means tank thrower even though it shoots rockets. The capult device to throw tanks is a literal use of the word.

And if you wonder what it really is, it is just a device used to test tank equipment in extreme conditions.

What it means is more like armored thrower and the word thrower (werfer) is short from raketenwerfer (rocket louncher) or nebelwerfer (in this case smoke thrower) so it in fact means armored rocket louncher and that is exactly whar panzerwerfer is. Translating panzerwerfer as tank thrower is literal but is not correct.

And the device is in fact known in the internet as tank catapult.

I think he means "What is it and why would anyone create a device to do that?" rather than "What is a Panzerwerfer and what does it mean?"

By extreme conditions I ment high elevation, not throwing tanks ofc
