Only 40 FPS with that rig?
What game mode do you mostly play? Because if you play 1v1s, then that performance is too low. But if this is for 3v3s or 4v4s then I guess it's okay.
Because I get 70FPS on average in 1v1s, but 2v2s and higher I don't even exceed 60. I do play the game maxed out though, just no anti-aliasing

I'm sure once the game is out and properly optimized, you can expect 60fps at near max settings.

Would more fps help me notice the commie bastards throwing them molotovs quicker?

Also, the human eye doesn't register anything above 60 fps, so all those nerds claiming that they need +100 are BSing.

On the performance results my lowest was below 1 (.86 or some shit) and I averaged 32 FPS (rounded). There's definitely something funky here. I'm running with no AA, no v-sync, medium snow, textures and IQ.
Also, I see that SEGA saw to it that Relic followed suit on the Creative Assembly's Total War load times...

I can play coh 2 on the highest settings except v sinc turned off and AA on low, at av 43 fps.

My pc has an athlon II x4 630 o.c. To 3,5 Ghz, 4 gigs ram and HD 6950 1gb o.c.

It supposedly performs better on AMD cards. Nvidia is looking to increase performance in a future driver.

Put AA to low, Vsync off, and max out the rest.
I wouldnt go by the Performance Test either, its not that great of an indication of ingame performance from my experience. Play the game and if its fluid enough then be happy, if not then tweak some more.

My rig is by no means a monster but still, GTX 460 1GB, 4GB RAM, AMD Athlon II X4 645 3ghz.
Your CPU is weak for modern games and the 460 1GB will choke on higher resolutions due to lack of vram. I'd expect you to be able to run on mediumish to low pretty well though.

My CPU on my current settings is peaking out at 48% I don't think that's the bottleneck, Nvidia has already acknowledged the game isn't working as well on their cards as they would like. AndyBNV (an Nvidia rep) said on NeoGAF they are working with Relic to find optimizations.
Though my GPU is definitely not amazing regardless.
