So, ok sure, but it's really about the same I would say.

use this website: http://www.coh2-stats.com/ the dps calculator use the same formula used by Relic.
the Penal's dps doesn't really get better than the conscript's DPS around 15 range. The svt is basically a smg without any of the benefit.

They do more damage than conscrips at all ranges plus there is a flamer upgrade. The role is anti-infantry.
They almost the same thing as Conscripts just with satchel and are more expensive.
So there is no point to them regardless on how you look at them.

Perhaps Penals should get a DP-28 upgrade to emphasize on their anti-infantry capabilities? Seeing as the infantry flamethrowers are being heavily reworked to anti-garrison and no longer leave flamepools of death on the floor everywhere.

That's outdated.
Use coh2stats for a more updated one.

Move Oorah! to vet 1, remove the tripwire flares, add a more relevant vet 2 boost and give them Cruzz's Kappatch changes (a bit more long range dps and moving accuracy) and Penals would be good IMO.
