The 4 patches costs 60 muni to place.... so if i cant place one or more patch due to shrubs/cover etc, will it still cost 60 muni?
no it wont, if youre only able to build 3 patches at one place, it will cost you 45, 2 will cost 30 and 1 will cost 15. Keep in mind that you need to have 60mun to be able to select the ability, but the mun you pay in the end depends on your own placement.

That hardly stops them from being strong. Plant them in a retreat path or behind a visual blocker and watch the carnage.

Apparently all top players are completely blind, because I've seen every single one of them walking on the minefields.
I suppose it would take too much effort for me to explain to you how shift capping works and how players can see only a small part of the map and how they don't constantly track every single unit with personal camera.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
