Penetration increase would be the best idea as it'll help lighter vehicles (i.e. Medium tank) not get erased from the battle due to mark target. Not to mention it'll help Allies deal with heavier vehicles due to the increase penetration. Mostly the stock selection of Allied tanks for that matter will benefit giving more intensive to purchase them as well. Tis a good idea Alex

Entire doctrine =/= 1 ability.
Whole horribly broken doctrine. I think it's fair deal, because anyway it should be done.

In teamgames you could even make M-42 AT guns viable if mark target would grant 100% extra penetration Kreygasm!

How is the plane getting shot down balancing it? If anything thatll make it useless becausw almost every German tank has a pintle mounted mg and okw base defense. Honestly its not even a broken ability, i dont remember the stats, but doesnt it only allow tanks to take one less hit to be destroyed?
No... it increases all damage done against its target by 50% (maybe more tbh) and keeps sight on it.
Basically jacksons can 4 shot a tiger with this ability... So if you have 2 jacksons, before the tiger can even reverse its dead.
Also pairing this ability with the USF rocket aircraft is also pretty much a guaranteed dead heavy tank.
On its own, with its T34/85s (say in a 1v1) its not tooooo bad. But when paired with Jacksons/SU85/ISU152/Rocket airstrike, this ability is just too much.

Its either 30% or 35%, used to be 50% afaik but they dropped it. Could even stack it before

It was +50% a long time ago, now it is +30% to dmg.

Medium tanks would have a greater chance to pen while TDs would have near certain penetration.
There be more incentive to pay for a T-34-76 given you can combine Mark Target to combat a Panzer 4 or even Panther depending on how big the penetration buff is.
This means more consistent damage per minute rather than a roll of the dice with Mark Target.
Also OKW flak turrets were nerfed some time ago and MG pintle machine guns are a soft counter and rather finicky with air cover. There always should be some counter play with powerful abilities.

Haven't check the files, just what the changelog shows.
120 > 162 (Su76)
160 > 216 (Most sources)
240 > 324 (ISU and KV2)
Taking into account the 160/216 damage.
640HP: 4/3
800HP: 5/4
960HP: 6/5
1040HP: 7/5
1280HP: 8/6
The thing is, you need to be able to penetrate. If it was a plain increase on penetration, it would help other vehicles and be less RNG dependant, but results might or might not be the same or worst.
Mark vehicle rewards flanks and overwhelming a target. Increasing penetration would mean more frontal shots hitting the target.
Design wise, it would make sense to go for an increased penetration instead of damage, as this is the direction the game has been taking.
Regarding Guard Motor: i always thought that the problem are not the 85s on itself, rather than the whole synergy and mark vehicle. 85s are not a problem on the other 2 doctrines.

Tho when the games reaches moment when KT/JT/Ele + Pak43 fest begins, without mark target is damn hard to do anything.
Mark Target that gave more pen instead of damage would be a lot better against JT's, KT's and Elefants.
