After each patch, Dr.Cruzz goes to the operation room for like 3 days and start dealing with the cancerous bugs and ninjas. Then he comes out with a list. Be patient.

i don't want to be a patient; i don't like visiting the doctor's.

My place in the ladder is irrelevant as long as I am matched with opponents of the same rank and play all factions (balance at place 1000+ is no different from balance in top 100 if we consider what I said before the brakets) so I don't care about your assertion which is also irrelevant.

What is affected by such gun stats as [Scatter Distance max] and [Distance obj hit min]?
How big impact on hitting vehicle on range 10 would have difference in [Scatter Distance max] of 0.5?

(I know that when accuracy check failed, scatter comes in and shell still may hit infantry models or collide with vehicle hitbox)

not cruzz, nor an expert on the game mechanics... but afaik distance scatter max is te farthest the projectile can hit from the target (smaller values are better since you might hit with aoe or whatever).
distance obj hit min i have no clue, but my guess would be that it is the minimum distqnce an object has to have from the hardpoint in order to get hit.... on the other hand, i'm not even sure that makes sense.
